Position Summary

the successful expert is expected to lead IDD’s monitoring and evaluation work through the development of monitoring and evaluation (M&E) frameworks, creation of M&E tools and instruments for the different solutions, supporting IDD’s implementing partners with managing M&E activities in their implementation and managing the data collection, analysis and reporting from partners. The role also includes the integration into the broader EAA M&E systems and managing IDD’s external M&E consultants and evaluators’ contracts

 

Job Responsibilities

  • Design an effective results-based M&E plan for IDD solutions including the theory of change, indicators list, tools and instruments, and data collection, documentation, and reporting mechanisms as needed
  • Review and improve the existing M&E frameworks for IDD based on experience and best practices/standards in the field
  • Create and deliver M&E training for each solution and provide ongoing support to implementing partners on the use of M&E tools
  • Monitor the progress of programs managed by education specialists by participating in partner meetings and conducting site visits, and document key findings to share with the team and to feed into reports and learnings
  • Collect and review data needed for the overall evaluation of IDD programs including raw data files and final reports
  • Conduct focus group interviews, needs assessments, surveys, baseline and endline assessments as required
  • Identify, manage and support external M&E consultants and third-party evaluators from the contracting phase to the final deliverables stage
  • Manage and store all IDD program data in secure locations incl. managing the media database and testimonials
  • Analyse datasets shared by partners and share key findings with IDD team to provide insights on pilots
  • Create guidelines and learnings documents based on M&E implementation in IDD pilots and identify areas for growth to improve and feed into M&E plan
  • Manage all internal and external communication of findings from IDD programs by collecting, analysing, visualizing, and sharing data in appropriate formats based on the nature of the data sharing request
  • Update the end-of-year impact report aggregating data and findings across IDD programs
  • Stay up to date on developments in M&E for global education/education in emergencies field and communicate relevant information to the IDD team
  • Identify opportunities for contributing to and support the creation of relevant reports and publications using program data and findings
  • Identify opportunities for and support the team in participation in global working groups, consortia, and conferences of relevance to IDD
  • Create and update the M&E policies and procedures with relevant tools for IDD and support the approval and integration process
  • Manage the data collection, knowledge management and analysis of data consistent with EAA guidelines
  • Support the integration of the ID MEL into the EAA M&E System
  • Ensure alignment with EAA strategy and reporting against KPIs and targets
  • Work with the strategy department to design relevant KPI’s, indicators and reports
  • Develop internal reports on learnings and insights from programs to be shared with the wider EAA team
  • Support the work of education specialists and senior education specialists by providing technical input on interventions as needed
  • Lead team learning sessions relevant to M&E to build team capacity in M&E
  • Communicate with EAA’s M&E team to ensure IDD alignment with overall organizational M&E as needed.

General:

  • Expert in quantitative, qualitative, and/or mixed methods research and evaluation methods, statistical design and analysis, particularly as applied to program evaluation.
  • Knowledge of Monitoring & Evaluation Tools, Techniques and Approaches
  • Demonstrated ability to conduct qualitative and quantitative data analysis
  • Solid management & communication skills.
  • Well organized, and able to manage multiple tasks;
  • Capable of working independently with minimal supervision but skillful in collaborating and coordinating with other project staff and partners
  • Demonstrates the highest level of expertise, integrity, and professionalism with regard to monitoring and evaluation in education
  • Accepts responsibilities in different shifts, both outside normal working hours and during official holidays, if required by the organization
  • Demonstrates respect for colleagues and works as a team member
  • Performs all other duties, within a reasonable boundary, as assigned by the Director from time to time

 

Education, Experience and Key Requirements

  • Master’s degree or international equivalent in Education or any related field.
  • 8+ years working experience with international donors, government ministries, civil society organizations, and education policy makers preferably in education or related development sector.
  • Articulate oral and written communication skills in English.
