The 1in11 programme aims at harnessing the power of sports, play, and education to ensure that each child has the opportunity to fulfil their potential. The title “1in11” derives from the fact that worldwide 1 in 11 primary school-aged children are out of school. The notion of sports as a child’s right is not a novel idea in Bangladesh, but it is an aspect of child development that is often neglected, especially for girls.

In line with the new National Education Policy for the reform of the education sector, the Government of Bangladesh is implementing the third Primary Education Development Programme (PEDP3), which intends to improve access, quality, and equity in education. One major component of PEDP3 is school effectiveness that utilizes UNICEF’s child-friendly schools approach to address access, quality, and equity in education through the strengthening of school-level planning. This component will be continued in the post-PEDP3 five-year subsector plan effective 1 January 2018. School effectiveness is therefore the ideal entry point for the implementation of 1in11 for the achievement of the programme’s objectives.
